Background

State Rep. Carolyn B. Jackson represents House District 1, which covers portions of Lake County including Hammond and Whiting in Northwest Indiana. She was first elected to the Indiana House of Representatives on November 6, 2018, making her the first African American woman to represent HD-1. Jackson serves as Assistant Democratic Whip and as Ranking Democrat on the House Elections and Apportionment Committee; she also sits on the Environmental Affairs, Family, Children and Human Affairs, and Natural Resources committees. She is Vice Chair of the Indiana Black Legislative Caucus.[^1][^2][^3]

Positions

Fiscal responsibility

Oppose

Jackson voted **No** on SB 1 (2025), the Republican property tax relief package that passed 65-29 (Source 6). She voted **No** on SB 1 (2026), the Medicaid/SNAP eligibility and immigration verification bill that passed 64-30 (Source 12). Both votes were consistent with the House Democratic minority's stated concern that the bills would harm vulnerable Hoosiers and increase government paperwork burdens rather than deliver savings (Source 12).

Limited government

Oppose

Jackson voted **No** on HB 1032 (2026), the mid-cycle congressional redistricting bill, which passed the House 57-41 before failing in the Senate (Source 13). In 2021, she voted No on SB 5, the bill restricting local emergency-order authority that the Freedom Index scored as a limited-government measure (Source 4). Jackson's Freedom Index cumulative score is 20%, reflecting consistent votes against the scorecard's constitutional-conservative baseline (Source 4).

Second Amendment

Oppose

Jackson voted **No** on HB 1084 (2024), the 2A Privacy Act restricting use of firearms merchant category codes in payment transactions, which passed 66-26 (Source 7). She voted **No** on HB 1296 (2022), the constitutional carry / permitless handgun bill that passed 69-30; the Freedom Index notes her vote on that bill (Source 4)(Source 8). No public statement or pledge supporting Second Amendment expansion was found.

Pro-life issues

Oppose

Jackson's IFI 2025 score is 25% (Sources 3). She voted **No** on HB 1041 (2025), Save Women's College Sports, voted against SB 143 (2025) Parental Rights, and voted **Excused/No** on SB 289 (2025) DEI Prohibition (Source 3). SB 236 (2026), the abortion-inducing drug ban, did not reach a House floor vote; no direct recorded vote or public statement by Jackson on that specific bill was found.

Family values

Oppose

IFI 2025 scorecard rates Jackson at 25%, reflecting votes against HB 1041 (Save Women's College Sports – No), SB 143 (Parental Rights – No), SB 289 (DEI Prohibition – Excused), and SB 442 (Excused) (Source 3). Jackson's votes consistently opposed IFI-supported family-values legislation across the 2022–2025 sessions.
