Background

State Rep. Chuck Moseley has represented Indiana House District 10, covering portions of Porter County including Portage and Chesterton, since first being elected in 2008 (Source 1)(Source 2). He serves as Ranking Minority Member of the House Employment, Labor and Pensions Committee, and as a member of the Commerce, Small Business, and Economic Development Committee and Veterans Affairs and Public Safety Committee (Source 1). A veteran of the Army National Guard, Moseley is a former president of the Portage Chamber of Commerce and the Portage Township School Board (Source 1). He was re-elected in 2024 with 52.1% of the vote (Source 12).

Positions

Fiscal responsibility

Oppose

Moseley voted **No** on SB 1 (2025), the property-tax relief and levy-cap bill, on the House third-reading vote of 65-29 (Source 6). He voted **No** on SB 1 (2026), the Medicaid/SNAP eligibility bill, which passed 62-31 with all Democrats opposed (Source 7). His Freedom Index scores consistently reflect opposition to fiscal-restraint measures tracked by that index.

Limited government

Oppose

Moseley voted **No** on HB 1032 (2025 special session), the mid-cycle redistricting bill, issuing a public statement that "The people have spoken, and thankfully, the Indiana Senate listened and acted accordingly" after the Senate rejected the bill (Source 11). His Freedom Index scores further document opposition to limited-government measures.

Second Amendment

No public position found

No direct statement, vote, signed pledge, or questionnaire response by Moseley specifically on Second Amendment issues was found. Note: HB 1296 (2022) constitutional carry passed 68-1-67 (D:1/R:67 Yea; D:27/R:3 Nay); based on partisan breakdown Moseley is in the Democratic nay caucus, but individual confirmation was not found in a verified source and is therefore omitted under Rule 7. The IFI 2025 scorecard did not include a 2A-specific bill.

Pro-life issues

Oppose

Per the Indiana Family Institute 2025 scorecard, Moseley scored 43% and voted **No** on SB 143 (Parental Rights) (Source 3). SB 236 (2026), the abortion-inducing drug ban, died in the House Public Health Committee without a floor vote, so no record exists for this cycle (Source 14). Per the IFI 2024 scorecard, Moseley scored 66.7% (Source 4), though the 2024 scorecard tracked different bills. His 2025 voting pattern on family-values legislation (see Family Values, below) includes a No on SB 143.

Family values

Mixed

Per the Indiana Family Institute 2025 Legislative Scorecard, Moseley scored 43% (3 out of 7 votes with IFI's position). He voted **Yes** on HB 1041 (Save Women's College Sports), **Yes** on HB 1102 (religious liberty in early childhood programs), and **Yes** on SB 442 (school sexuality instruction transparency); he voted **No** on HB 1348 (homeschool diploma recognition), **No** on SB 143 (Parental Rights), **No** on SB 287 (school board transparency), and **No** on SB 289 (DEI prohibition) (Source 3). The split record — three IFI-supported votes in favor and four against — reflects a mixed position on IFI-defined family values.
