Background
Tracy Brown is a Republican challenger and current Tippecanoe County Commissioner running against incumbent Oscar Alvarez in the May 5 Republican primary for HD-27. Brown served eight years as Tippecanoe County Sheriff (2007–2014) and has served as County Commissioner since 2015 (Source 1). He is a graduate of Delphi Community High School, the Indiana Law Enforcement Academy, and the FBI National Academy (Source 1). Brown's Q&A responses to Based in Lafayette were notably more detailed than those of his primary opponent Alvarez, who did not respond at all (Source 1). Brown describes himself as running because "communities are facing real challenges that require experienced, steady leadership" on property taxes, healthcare, workforce, and public safety (Source 1).
Positions
Fiscal responsibility
MixedBrown stated he supports "the goal of Senate Bill 1 [2025]" because "taxpayers needed relief, and government at every level must be willing to live within its means," but acknowledged the law "will create real revenue challenges for municipalities, counties, and school districts" and called for continued monitoring and adjustment (Source 1). He expressed support for state agencies reducing budgets by up to 10% and said his county is working on its 2027 budget earlier than usual because of SB 1's impacts (Source 1).
Limited government
SupportBrown stated that for data-center development, "local communities should play the primary role" in land-use decisions and the General Assembly should empower rather than dictate (Source 1). He consistently emphasized "local control" and local-government flexibility throughout his Q&A responses (Source 1). No specific vote record available as he is a challenger without a state legislative record.
