Background
Jeffrey Thompson (R) has represented HD-28 (western Indiana, including Hendricks and surrounding counties) since 1998, making him one of the General Assembly's most senior members (Source 2). He was appointed Chair of the House Ways and Means Committee by Speaker Todd Huston in 2022, replacing the retiring Tim Brown, and is the chamber's principal budget architect (Source 2). Thompson holds a B.S. in Physics from Purdue University (1978) and was a longtime educator before entering politics. In 2025, he authored HB 1001, the state budget bill (Source 15). He faces a Republican primary challenge from Sheila Zielinski and a general-election opponent in Democrat Karen Whitney. The Indiana Farm Bureau PAC endorsed Thompson in the 2026 primary (Source 13). Thompson did not fill out WFYI's 2024 candidate survey.
Positions
Fiscal responsibility
Strong supportAs Ways and Means chair, Thompson authored HB 1001 (2025), the state budget bill (Source 15). He voted Yes on SB 1 (2025), the property tax relief package, consistent with all House Republicans (Source 9). He voted Yes on SB 1 (2026), the SNAP/Medicaid eligibility tightening bill, which passed 62–31 with only four Republicans voting against it (Source 8). Thompson has chaired the K-12 subcommittee of Ways and Means for over two decades and led Indiana's shift to student-based school funding (Source 1).
Limited government
SupportThompson voted Yes on HB 1032 (December 2025 special session redistricting), listed in the Yea bloc by name in whip-list data (Source 5). He voted Yes on SB 289 (2025, DEI prohibition), which passed 64–26 (Source 7). His consistent voting record across Republican priority bills aligns with limiting state DEI programs and administrative mandates.
Second Amendment
Strong supportThompson voted Yes on HB 1084 (2024, 2A Privacy Act), confirmed by individual name in the roll call (Source 10, Source 11). He is listed as a coauthor of the constitutional carry bill HB 1296 (2022) via the conference committee document, which names him among added coauthors on March 8, 2022 (Source 12). The bill passed 69–30. Thompson scored 100% on the IFI 2024 scorecard for all three tracked votes (Source 3).
Pro-life issues
No public position foundNo public position found on pro-life issues from Thompson directly through available sources. No Indiana Right to Life rating or questionnaire response found. Note: Thompson did not respond to candidate surveys, and no direct statement on abortion or life legislation was found in available sources.
Family values
Strong supportThompson scored 100% on the IFI 2024 Legislative Scorecard — voting with IFI on SB 17, SB 202, and HB 1137 (Source 3). He voted Yes on HB 1041 (2025, Women's College Sports / collegiate female athlete protections), consistent with the 71–25 House result and the full Republican Yea bloc listed in whip-list data (Source 5, Source 6). His vote on SB 143 (2025, Parental Rights) cannot be confirmed by individual name from available sources, though it passed the House 92–0 and Thompson's 100% IFI history makes a Nay highly improbable (Source 14).
