Background
State Rep. Ragen Hatcher represents House District 3, which covers Gary, Hobart, Lake Station, and New Chicago in Lake County. First elected on November 6, 2018, she is an attorney and previously served as an at-large member of the Gary City Council from 2007 to 2011. Hatcher is the ranking minority member of the Commerce, Small Business and Economic Development Committee and also serves on Courts and Criminal Code and Government and Regulatory Reform. Positions
Fiscal responsibility
OpposeHatcher voted **Excused** on SB 1 (2025), the property tax relief bill, per the House roll call (Source 5). She voted **No** on SB 1 (2026), the Medicaid/SNAP eligibility and immigration verification bill (Source 11). No public statement supporting reduced government spending, lower taxes, or fiscal restraint was found.
Limited government
OpposeHatcher voted **No** on HB 1032 (2026 Special Session), the mid-cycle redistricting bill; she stated publicly: "Northwest Indiana knows something" about fair representation in her floor remarks (Source 13). IFI 2025 scorecard gives Hatcher 33%, reflecting votes against DEI prohibition and HB 1041 (Source 3).
Second Amendment
OpposeHatcher voted **No** on HB 1084 (2024), the 2A Privacy Act (Source 6). She voted **No** on HB 1296 (2022), the constitutional carry bill (Source 7). No public statement or pledge supporting Second Amendment expansion was found.
Pro-life issues
OpposeIFI 2025 scorecard rates Hatcher at 33%, recording her vote as **No** on HB 1041 (Save Women's College Sports), **Yes** on HB 1102 (Religious Liberty in Early Childhood — the one IFI-supported bill she voted for), **Yes** on SB 143 (Parental Rights), **No** on SB 289 (DEI Prohibition – Excused), and **No** on SB 442 (Source 3). SB 236 (2026) did not receive a House floor vote; no direct recorded vote by Hatcher on that bill was found (Source 11).
Family values
MixedIFI 2025 scorecard rates Hatcher at 33%. Unusually among House Democrats, she voted **Yes** on SB 143 (2025, Parental Rights), aligning with the IFI-supported position (Source 3). However, she voted **No** on HB 1041 (Save Women's College Sports), No on SB 289 (DEI Prohibition), and No on SB 442 (School Board Instruction on Human Sexuality) (Source 3). This split record justifies a `mixed` score on family values.
