Background
State Rep. Edmond L. Soliday (born April 3, 1945) has represented House District 4 (Porter County — Valparaiso area) since 2006, making him one of the longest-serving members of the chamber. Raised in Valparaiso, he attended Valparaiso High School and Indiana University and spent a career as a United Airlines pilot and aviation safety consultant. Soliday chairs the House Utilities, Energy and Telecommunications Committee and also serves on Roads and Transportation. He was re-elected with 57.6% of the vote in 2024.[^13][^14][^15][^16][^17]
Positions
Fiscal responsibility
SupportSoliday voted **Yes** on SB 1 (2025), the $1.3 billion property tax relief package (Source 5). He voted **Yes** on SB 1 (2026), the Medicaid/SNAP eligibility reform that passed 64-30, despite four Republicans opposing it (Source 6). He earned a perfect score from the Indiana Chamber of Commerce in 2016 for pro-economy, pro-jobs legislation and a four-year aggregate score of 91% (Source 14). IFI 2025 gives him 100% (Source 3).
Limited government
MixedSoliday voted **Yes** on HB 1032 (2026 Special Session), the mid-cycle redistricting bill (Source 7). However, his Freedom Index cumulative score is 47% (2023-2024 session: 55%; 2021-2022: 33%), reflecting significant votes against the Freedom Index's strict constitutional-conservative baseline on issues such as energy regulation and utility authority. His committee chairmanship over utility regulation has drawn criticism from free-market advocates who contend he favors incumbent utility monopolies. The mixed record warrants a `mixed` score.
Second Amendment
SupportSoliday voted **Yes** on HB 1084 (2024), the 2A Privacy Act (Source 8). He voted **Yes** on HB 1296 (2022), the constitutional carry bill (Source 9). No contrary votes or statements opposing Second Amendment expansion were found.
Pro-life issues

SB 236 (2026) did not receive a House floor vote.
Family values

He voted **Yes** on all seven IFI-tracked bills in 2025, including HB 1041 (Save Women's College Sports), SB 143 (Parental Rights), and SB 289 (DEI Prohibition) (Source 3).
