Background
Matt Pierce (D-Bloomington) has represented House District 61 since first being elected in 2002, making him one of the longest-serving members of the Indiana House (Source 4). He earned his law degree from Indiana University in 1987 and is a senior lecturer in telecommunications law at IU's Media School (Source 4). Pierce serves on the Courts and Criminal Code Committee and the Utilities, Energy and Telecommunications Committee (Source 4). In January 2026 he filed for re-election, citing his role opposing the Trump-backed mid-cycle redistricting effort as a "tremendous victory for democracy" (Source 3).
Positions
Fiscal responsibility
OpposePierce's 2026 re-election statement calls for "an economy where everyone can prosper" and opposes diverting tax dollars to private school vouchers and charter schools (Source 3). He voted against SB 1 (2025), the Republican property tax relief and local government finance bill (Source 6), and against SB 1 (2026), the SNAP/Medicaid immigration verification bill (Source 7). His IFI 2025 scorecard and Freedom Index scores place him among the lowest-ranked House members on fiscal conservatism (Sources 6, 7).
Limited government
OpposePierce offered an amendment in January 2026 to strip HB 1343's provision allowing the Indiana National Guard to deploy military police units against civilians, calling it "the most dangerous thing I've ever seen moving through the legislature". He voted NAY on the mid-cycle redistricting bill HB 1032 (Source 8). His IFI and Freedom Index scores reflect consistent opposition to Republican limited-government measures (Sources 6, 7).
Second Amendment
OpposePierce voted NAY on HB 1296 (2022), the constitutional carry / permitless handgun carry bill (Source 10). He voted NAY on HB 1084 (2024), the firearms financial-transaction privacy bill (Source 9). His Freedom Index record documents these votes.
Pro-life issues
OpposePierce's IFI 2025 scorecard documents opposition to pro-life bills tracked by the Indiana Family Institute (Source 5). No direct personal statement on abortion found in campaign materials; his voting record as reflected in scorecards consistently opposes pro-life legislation. Note: SB 236 (2026) abortion-inducing drug ban — no confirmed House floor vote found in research period; bill was referred to House committee.
Family values
OpposePierce voted NAY on SB 143 (2025), the Parental Rights bill (Source 11); NAY on SB 289 (2025), the DEI prohibition (Source 12); and NAY on HB 1041 (2025), Save Women's College Sports (Source 13). His IFI 2025 scorecard reflects consistent opposition to family-values legislation tracked by that organization (Source 5).
