Background
Edward O. DeLaney has represented House District 86 (northwest Indianapolis, including parts of Butler-Tarkington and Pike Township) since 2008, making him one of the longest-serving members of the chamber (Source 2). He holds a BA and MA from SUNY Binghamton and a JD from Harvard Law School (1973) and is a partner at DeLaney & DeLaney LLC; he previously taught at IU School of Law and served as an officer in the U.S. Navy (Source 11). DeLaney serves as Assistant Democratic Caucus Chair and is a minority member of the Ways and Means Committee (Source 11). He filed for the 2026 Democratic primary on January 14, 2026 (Source 2).
Positions
Fiscal responsibility
OpposeDeLaney voted No on SB 1 (2025), the property tax relief bill that passed 65–29, citing insufficient funding for K-12 public education, cuts to higher education, and expansion of the school voucher program as his reasons for opposition (Source 9)(Source 4). He also voted No on SB 1 (2026), the Medicaid/SNAP immigration verification bill that passed 64–30, opposing it alongside virtually all House Democrats (Source 5). His Freedom Index 2025 score is 33% (lifetime 13%), reflecting consistent votes against measures the scorecard rates as fiscally limiting government spending.
Limited government
OpposeDeLaney voted No on HB 1032 (2025 special session redistricting), the mid-cycle congressional map redraw that passed the House 57–41; he also offered Amendment #18 to that bill, which failed 29–65 (Source 6). He voted No on SB 289 (2025 DEI prohibition), which passed 67–27 in the House, consistent with his IFI score of 43% on measures related to limiting government mandates in education (Source 3).
Second Amendment
OpposeDeLaney voted No on HB 1084 (2024), the 2A Privacy Act prohibiting government entities and payment networks from tracking firearms purchases, which passed the House 73–22 (Source 8). He has publicly called for expanded background checks, a state ban on assault weapons, and closing the gun-show loophole, describing Indiana's 2022 permitless-carry law as a concern.
Pro-life issues
OpposeDeLaney offered an amendment to HB 1041 (2025 Save Women's College Sports) that would have deferred to NCAA policy rather than enacting state law, which the committee rejected (Source 13). He voted against IFI-supported bills on parental rights (SB 143, 2025) and the DEI prohibition (SB 289, 2025); his IFI 2025 House score is 43%, voting against five of seven IFI-tracked bills (Source 3). No direct recorded vote on SB 236 (2026 abortion-inducing drug ban) was found in the House roll call at time of research, as the bill was referred to committee; DeLaney offered amendments opposing the bill's companion measure.
Family values
OpposeDeLaney voted No (X) on SB 143 (2025 Parental Rights), which passed the House 69–24 (Source 7)(Source 3). He voted No (X) on SB 289 (2025 DEI prohibition) and No (X) on HB 1348 (2025 Homeschool Graduate Non-Discrimination), per the IFI 2025 scorecard (Source 3). He voted Yes (✓) on HB 1102 (Religious Liberty in Early Childhood Programs) and Yes (✓) on SB 442 (School Board Instruction on Human Sexuality), resulting in an overall IFI House score of 43% (Source 3).
