Background
Robert W. Behning (R-Indianapolis) has served in the Indiana House of Representatives since 1992 and is currently in his 17th term representing HD-91, which covers a portion of Marion County. He chairs the House Education Committee and is employed as Assistant Vice President and Director of the Center for Vibrant Schools at Marian University. Behning is best known for authoring Indiana's School Choice Scholarship program in 2011, which created what is now the largest school voucher program in the United States. He has been married to his wife Rosalie for more than 40 years.[^1][^2][^3]
Positions
Fiscal responsibility
Strong supportBehning has a long record of supporting limited-spending and tax-cut legislation. He voted YES on SB 1 (2025), which provided $1.3 billion in property tax relief for Hoosier homeowners[^2]. He voted YES on SB 1 (2026), the Medicaid/SNAP welfare reform bill, which passed 62-31 with Democrats and four Republicans in opposition[^4]. His campaign website states he "supported the largest tax cuts in Hoosier history" and "stood firm in demanding a balanced state budget with no tax increases"[^5].
Limited government
Strong supportBehning voted YES on HB 1032 (Dec. 2025), the mid-cycle redistricting bill, which passed the House 57-41 before failing in the Senate[^6]. He has consistently voted to reduce education regulations and authored HB 1004 (2026) to remove thousands of additional words from Indiana's education statutes[^7]. His Freedom Index lifetime score, as tracked at freedomindex.us, is 43 (reflecting a moderate-to-conservative record on limited-government roll calls taken by that scorecard)[^8].
Second Amendment
Strong supportBehning voted YES on HB 1296 (2022), the constitutional carry bill that repealed Indiana's handgun license requirement, which passed the House 91-0[^3]. He voted YES on HB 1084 (2024), the 2A Privacy Act protecting firearm financial transaction data, which passed the House 66-26[^9]. The Indiana Family Institute 2025 scorecard awards him 100%[^10].
Pro-life issues
Strong supportThe Indiana Family Institute's 2025 Legislative Scorecard awards Behning 100%, which incorporates pro-life votes during the session[^10]. SB 236 (2026), the abortion-inducing drug ban, failed to receive a House floor vote after passing the Senate 35-10[^11]; no individual House vote record exists. Behning's voting pattern and 100% IFI score document consistent pro-life alignment.
Family values
Strong supportThe IFI 2025 scorecard awards Behning 100%, tracking bills including SB 143 (Parental Rights) and SB 289 (DEI prohibition)[^10][^9]. HB 1041 (2025), Save Women's College Sports, passed the House 71-25; HB 1041 is reflected in Behning's IFI 100% score[^10].
