Background

Robert W. Behning (R-Indianapolis) has served in the Indiana House of Representatives since 1992 and is currently in his 17th term representing HD-91, which covers a portion of Marion County. He chairs the House Education Committee and is employed as Assistant Vice President and Director of the Center for Vibrant Schools at Marian University. Behning is best known for authoring Indiana's School Choice Scholarship program in 2011, which created what is now the largest school voucher program in the United States.
