Background

Julie McGuire (R-Indianapolis) was first elected to the Indiana General Assembly in November 2022 and represents HD-93, which covers a portion of Marion County. A lifelong Indianapolis resident, she holds a bachelor's degree in political science from Indiana University. She is a member of St. Roch Catholic Church, serves on the Roncalli High School Board of Directors, and was a founding member of St. Roch Hearts for Haiti. Governor-elect Mike Braun named McGuire as his preferred running mate in 2024, though she was ultimately passed over when delegates selected Micah Beckwith.[^18][^5][^15]

Positions

Fiscal responsibility

Support

McGuire was recorded as Excused on SB 1 (2025), the $1.3 billion property tax relief bill, and did not cast a vote on that roll call[^2]. She voted YES on SB 1 (2026), the Medicaid/SNAP reform bill, which passed 62-31; McGuire was not among the four Republicans who dissented[^9]. Her Freedom Index 2025 score is 33% on the scorecard votes tracked, reflecting some deviations from a strict limited-government position on select roll calls[^1].

Limited government

Mixed

McGuire's Freedom Index 2025 lifetime score is 56%, with a 33% scorecard-session score, indicating a mixed record on limited-government roll calls tracked by that index[^1]. She voted YES on HB 1032 (Dec. 2025), the mid-cycle redistricting bill (House 57-41)[^12], but her vote against this score reduces her overall Freedom Index ranking. Her campaign website cites support for reducing government regulation and school choice[^10].

Second Amendment

Strong support

McGuire's campaign platform states she is "Pro-2nd Amendment"[^10]. She was first elected in 2022 and did not serve when HB 1296 (constitutional carry) was passed in 2022. She voted YES on HB 1084 (2024), the 2A Privacy Act; the House vote passed 66-26 with Republicans in the affirmative[^6]. The IFI 2025 scorecard, which tracks 2A-related bills, awards McGuire a favorable mark[^8].

Pro-life issues

Strong support

McGuire's campaign platform states she is committed to "the rights of the unborn"[^10]. The IFI 2025 Legislative Scorecard, which tracks pro-life legislation, awards McGuire a favorable score[^8]. SB 236 (2026), the abortion-inducing drug ban, failed to receive a House floor vote before the committee deadline[^19]; no individual vote exists. The Indiana Democrats noted McGuire "supports the near-total abortion ban on women in Indiana".

Family values

Strong support

McGuire is a practicing Catholic and member of St. Roch Church, and has publicly supported parental rights and educational choice[^18][^10]. She voted YES on SB 143 (Parental Rights, 2025), which passed the House 69-24[^16]. She voted YES on SB 289 (DEI prohibition, 2025), which passed the House 67-27[^20]. She voted YES on HB 1041 (Save Women's College Sports, 2025), which passed the House 71-25[^4].
