Background

Cherrish S. Pryor (D-Indianapolis) has represented HD-94 since 2008 and currently serves as Democratic Floor Leader — the first African American to hold that position in the Indiana House. She holds a B.S. in Criminal Justice from Indiana University-Bloomington and an M.S. in Public Affairs from IUPUI, and serves on the House Ways and Means, Elections and Apportionment, and Utilities, Energy and Telecommunications committees. Pryor's 2025 legislative agenda focused on housing protections, health care access, and tenant rights. The Indiana Chamber of Commerce 2025 scorecard gave her a 38% annual score and 53% four-year aggregate.[^4][^20][^15][^13]

Positions

Fiscal responsibility

Oppose

Pryor voted NO on SB 1 (2025), the $1.3 billion property tax relief package[^1]. She voted NO on SB 1 (2026), the Medicaid/SNAP immigration verification and welfare reform bill, in line with the unified Democratic caucus opposition[^2]. Her Indiana Chamber of Commerce 2025 score of 38% reflects a record largely at odds with the business-oriented fiscal agenda tracked by that index[^4].

Limited government

No public position found

No public position found on limited government. Pryor voted NO on SB 1 (2026) on grounds of protecting Medicaid beneficiaries rather than on limited-government grounds (Source 6). No direct statement, vote, or pledge by Pryor specifically addressing limited government as a principle was found.

Second Amendment

Oppose

The Freedom Index documents Pryor voting NO on HB 1296 (2022), the constitutional carry (permitless handgun carry) bill[^16]. No NRA-PVF grade or pro-2A statement from Pryor was found in available sources.

Pro-life issues

Oppose

The Freedom Index (2022 session scorecard) records Pryor voting NO on HA 76 (the "Right to Life from the Moment of Conception" amendment to SB 1, 2022)[^16]. The IFI 2025 scorecard does not award her a favorable score[^10]. No pro-life statement, pledge, or vote by Pryor was found.

Family values

Oppose

Pryor voted NO on SB 143 (Parental Rights, 2025), which passed the House 69-24 with Democrats in opposition (Roll Call 344)[^6]. She voted NO on SB 289 (DEI prohibition, 2025), which passed 67-27[^9]. She voted NO on HB 1041 (Save Women's College Sports, 2025), which passed 71-25[^3]. The IFI 2025 scorecard confirms no favorable marks for Pryor on family-values legislation[^10].
