Background

John L. Bartlett (D-Indianapolis) has represented HD-95 since filling a vacancy in late 2007 and was formally elected in 2008, making him one of the longest-serving members of the Indiana House Democratic Caucus. A lifelong Indianapolis resident, Bartlett is a retired tool-and-die maker who worked for Rolls-Royce Corporation for 42 years. He is the parliamentarian of the Indiana Black Legislative Caucus and serves on the Agriculture and Rural Development, Employment, Labor and Pensions, and Government and Regulatory Reform committees. Bartlett ran unopposed in the 2022 general election.[^20][^15][^18]

Positions

Fiscal responsibility

Oppose

Bartlett voted NO on SB 1 (2025), the property tax relief package[^10]. He voted NO on SB 1 (2026), the Medicaid/SNAP immigration verification reform bill, in line with Democratic caucus opposition[^8]. His top stated priorities include women's health care, utility costs, and road funding — not fiscal restraint in the constitutional-values sense tracked by this guide[^3].

Limited government

No public position found

No public position found on limited government. Bartlett opposed HB 1032 (redistricting) — an amendment he authored to that bill was ruled out of order — but his opposition was on grounds of fair representation, not limited-government principle[^21]. No direct statement by Bartlett specifically endorsing limited government as a principle was found.

Second Amendment

No public position found

No public position found on the Second Amendment. No NRA-PVF rating or pro-2A statement by Bartlett was found. His 2025 legislative agenda focused on law enforcement accountability, not 2A issues[^6].

Pro-life issues

Oppose

The IFI 2025 scorecard does not award Bartlett a favorable score[^4]. Bartlett's voting pattern follows the Democratic caucus in opposing IFI-supported legislation. No pro-life statement, pledge, or vote by Bartlett was found.

Family values

Oppose

Bartlett voted NO on SB 1 (2025) and SB 1 (2026)[^10][^8]. SB 143 (Parental Rights, 2025) passed 69-24 with Democrats opposed; SB 289 (DEI prohibition) passed 67-27 with Democrats opposed; HB 1041 (Women's College Sports) passed 71-25 with Democrats opposed — Bartlett's individual votes on these bills could not be confirmed by name in retrieved roll calls, but the IFI 2025 scorecard confirms no favorable marks[^4]. Bartlett told Mirror Indy he is "totally opposed to data centers" on environmental grounds, reflecting a progressive priorities alignment[^3].
