Background
Gregory W. Porter (born May 14, 1955, Indianapolis, IN) has represented House District 96 since 1992, making him one of the longest-serving members of the Indiana General Assembly. He serves as the ranking minority member of the House Ways and Means Committee and is a member of the Insurance and Public Health committees. Professionally, Porter has served as Vice President of Community Planning and External Affairs at the Health and Hospital Corporation of Marion County. He is a member of the Indiana Black Legislative Caucus and holds a BA from Earlham College (1978) and completed the Harvard Kennedy School Executive Program (2001).[^2][^3]
Positions
Fiscal responsibility
OpposePorter voted **No** on SB 1 (2025) — the major property tax overhaul — which passed the House 65–29; he also authored multiple failed amendments opposing key provisions of that bill (Amendments #14, #15, #16, #19, #20, #22, #24, #26), signaling active opposition to the Republican-backed fiscal framework (Source 5). He similarly authored failed amendments (Amendments #4, #5, #6, #7) opposing SB 1 (2026), the Medicaid/SNAP verification and spending bill, which passed the House 64–30 with all Democrats opposed (Source 8). The Indiana House Democratic Caucus characterized SB 1 (2025) as a "scam" that would raise local income taxes by $1.1 billion while cutting services (Source 7).
Limited government
OpposePorter voted **No** on HB 1032 (2025 special session) — the mid-cycle congressional redistricting bill — which passed the House 57–41; he also authored two failed floor amendments (Amendments #16 and #21) opposing that bill (Source 6). The Freedom Index (The New American) scored Porter at **17%** for constitutional fidelity in the 2023–2024 sessions, and **20%** in the 2021–2022 sessions (cumulative lifetime score: approximately 19%) (Sources 5, 6).
Second Amendment
OpposePorter voted **No** on HB 1084 (2024) — the 2A Privacy Act (prohibiting firearms merchant category codes and firearm registries) — which passed the House 73–22, with 22 Democrats voting nay (Source 9). Porter also voted **No** on HB 1296 (2022) — the constitutional carry bill — which passed 68–30, with 27 of 29 House Democrats opposed (Source 10). No public statement supporting Second Amendment policy was found.
Pro-life issues
MixedPorter voted **Yes** on SB 143 (2025) — the Parental Rights bill, which establishes parental rights as a fundamental right — which passed the House 69–24 (Source 11). This is one of the two bills tracked by IFI on which Porter voted with IFI's position (earning a 29% IFI score overall) (Source 4). However, no direct public statement or vote by Porter specifically supporting pro-life legislation on abortion was found; SB 236 (2026), the abortion-inducing drug ban, died in the House Public Health Committee without a floor vote. The IFI scorecard does not score Porter as supportive on the abortion-related dimension.
Family values
OpposePorter voted **No** on HB 1041 (2025) — Save Women's College Sports — which passed the House with 71 Yea votes (Source 4). He also voted **No** on SB 289 (2025) — DEI prohibition in education — which passed the Senate 34–13 and subsequently passed the House (Source 4). The IFI 2025 scorecard records Porter voting against the IFI position on HB 1041 (X), SB 289 (X), and SB 442 (school board human sexuality instruction transparency) (X), resulting in a 29% overall IFI score (Source 4).
