Background
Robin C. Shackleford (born October 30, 1970) has served as the Democratic representative for House District 98 since November 20, 2012. She serves as ranking minority member of the House Public Health Committee and is also a member of the Courts and Criminal Code Committee and Financial Institutions and Insurance Committee. Shackleford chairs the Indiana Black Legislative Caucus and has been recognized by IBJ as a Women of Influence honoree (2022). Professionally, she is an independent life and health insurance broker. In 2022–2023, she ran unsuccessfully for mayor of Indianapolis in the Democratic primary, losing to incumbent Mayor Joe Hogsett by 20.5 points.[^12][^13][^14][^5]

OpposeShackleford voted **No** on SB 1 (2025) — the property tax/local government finance overhaul — which passed 65–29 (Source 6). She also offered two failed amendments opposing SB 1 (2026) — the Medicaid/SNAP verification bill (Amendments #3 and #17) — and the bill passed 64–30 with all Democrats opposed (Source 8).

OpposeShackleford voted **No** on HB 1032 (2025 special session) — the mid-cycle redistricting bill — which passed 57–41; she also offered two failed floor amendments opposing the bill (Amendments #10 and #15) (Source 7).
