Background
Vanessa Joyce Summers (born April 24, 1958) has represented House District 99 since 1991, when she was appointed to complete the term of her father, Del. Joseph W. Summers, who died in office. She is one of the Indiana General Assembly's longest-serving members and in 2012 became the first woman and first African American to chair the Indiana House Democratic Caucus. Summers currently serves as ranking minority member of the Family, Children and Human Affairs Committee and is also a member of the Public Policy and Local Government committees. Outside the Statehouse, she is a board member of The Julian Center (domestic violence shelter) and serves as Public Policy Associate for the Indiana Minority Health Coalition.[^15][^16][^17][^18]

Fiscal responsibility
OpposeSummers voted **No** on SB 1 (2025) — the major property tax/local government finance overhaul — which passed the House 65–29 (Source 6). The Indiana House Democrats, of which Summers is a member, publicly characterized the bill as "a scam" that would raise local income taxes while cutting services (Source 8). SB 1 (2026) passed the House 64–30 with all Democrats opposed; Summers' vote is consistent with this bloc, though a per-member roll call for that bill was not located in available sources.
