Background

Rick Niemeyer, a Republican from Lowell, has represented Senate District 6 since November 5, 2014, after previously serving one term in the Indiana House of Representatives for District 11 from 2012 to 2014 (Source 1). He is the owner and operator of Lowell Livestock Auction, managing broker of Niemeyer Realty, and owner of Niemeyer Auction Services; he also served as a West Creek Township trustee and assessor and as a Lake County Council member (Sources 1, 3). In December 2025, Niemeyer spoke publicly to ABC7 Chicago about his vote against the Trump-supported redistricting plan, stating: "It was shocking" and "the dialogue, on the other side, you know, was very strong, and was a tough decision" (Source 15). He chairs the Senate Environmental Affairs Committee (Source 3).

Positions

Fiscal responsibility

Mixed

Niemeyer was absent from the final concurrence vote on SB 1 (2025), the $1.3 billion property tax relief bill that passed 27–22 (Source 6). He voted YEA on SB 1 (2026), the Medicaid and SNAP immigration verification bill (Source 14). AFP-Indiana's endorsement of challenger Jay Starkey specifically cited a need to replace "a sitting Senator who has relentlessly raised taxes and made it harder for families" in SD-6, referring to Niemeyer. No direct statement by Niemeyer on this characterization was located. The Indiana Senate Republicans 2025 legislative updates site lists his session communications (Source 16).

Limited government

Oppose

Niemeyer voted NAY on HB 1032 (2025 special session), the mid-cycle redistricting bill that would have created a 9-0 Republican congressional map. He spoke publicly about the vote, stating it was a "tough decision" and he does not believe his constituents will hold it against him (Source 15). He was one of 21 Republicans who joined all 10 Democrats in rejecting the bill (Source 7, Source 15).

Second Amendment

Support

Niemeyer voted YEA on HB 1296 (2022), the constitutional carry bill that repealed Indiana's handgun license requirement, which passed the Senate 30–20 (Source 13). He voted YEA on HB 1084 (2024), the Second Amendment Privacy Act, which passed 39–9 with all Republicans voting YEA (Source 11).

Pro-life issues

Support

Niemeyer voted YEA on SB 236 (2026), the abortion-inducing drug ban (passed 35–10) (Source 8). The IFI 2025 scorecard rates him at 86%, with YEA votes on HB 1041, HB 1102, HB 1348, SB 143, SB 289, and SB 442, and a NAY on SB 287 (Source 5).

Family values

Support

Niemeyer voted YEA on SB 143 (2025), Parental Rights as Fundamental Right (passed 44–5) (Source 9); YEA on SB 289 (2025), DEI Prohibition in Education (passed 34–13) (Source 10); and YEA on HB 1041 (2025), Save Women's College Sports (Source 12). The IFI 2025 scorecard rates him 86% (Source 5).
